A significant gap often exists between tobacco control laws as they are written and the way they are enforced on the street. Loopholes in legislation can make enforcement ineffective, and public resistance – especially from managers of public places and public transport, government officials and even some enforcement officers and judges – can further disrupt implementation.
The purpose of this training package is to develop stakeholder capacity to fully implement and enforce smokefree legislation. The workshop covers establishing a politico-administrative framework and infrastructure for smokefree environments, information and communication, enforcement and inspection, compliance studies, monitoring and evaluation of smokefree laws and evaluation of enforcement, countering tobacco industry tactics and building capacity for smokefree environments. During the training, participants are encouraged to specify a realistic compliance target for their local jurisdiction and develop an action plan to achieve their goal.
